Abua Awas Yojana

Launched on August 15, 2023, by Jharkhand Chief Minister Hemant Soren, the Abua Awas Yojana, also known as the Abua Housing Scheme, is a transformative initiative aimed at providing permanent (pucca) houses to poor families across Jharkhand.

With a goal to construct 8 lakh three-room concrete homes by March 31, 2026, this scheme targets citizens excluded from the central government’s Pradhan Mantri Awas Yojana (PMAY), ensuring that every eligible Jharkhandi has a roof over their head.

Backed by a budget of ₹15,000 crore (as per the reference, though some sources cite ₹16,320 crore), the scheme offers ₹2 lakh per beneficiary, disbursed in five installments, to build a dignified, modern home.

Overview of the Scheme

The Abua Awas Yojana is designed to deliver three-room pucca houses (31 square meters, including a kitchen and toilet) to 8 lakh families by 2026. The financial assistance of ₹2 lakh is provided in five installments, supplemented by 95 days of MGNREGA wages for construction labour.

The scheme operates in phases:

  • 2023-24: 2 lakh houses.
  • 2024-25: 3.5 lakh houses.
  • 2025-26: 2.5 lakh houses.

The official portal, aay.jharkhand.gov.in, serves as a transparency hub, though online applications are not yet available. Instead, the state emphasizes offline channels, notably through camps like “Aapki Sarkar, Aapke Dwar,”.

Objectives

The scheme’s core mission is to uplift Jharkhand’s poorest citizens:

  • A Home for Every Jharkhandi: Fulfill the dream of permanent housing for families without pucca homes, especially those unable to build due to financial constraints.
  • Bridging PMAY Gaps: Provide housing to families excluded from PMAY, strengthening Jharkhand’s socio-economic fabric.
  • Mass Housing Construction: Deliver 8 lakh homes, marking a significant milestone in India’s housing landscape.
  • Transparent Process: Ensure a fair, verifiable selection process to empower deserving beneficiaries.
  • Empowering the Poor: Elevate living standards and foster self-reliance through secure, modern homes.

Eligibility Criteria

To qualify for the scheme, applicants must meet the following conditions:

  • Residency: Be a permanent resident of Jharkhand, verifiable through a domicile certificate.
  • Housing Status: Either be homeless or reside in a kutcha house (e.g., mud or thatch structures).
  • Exclusion from Other Schemes: Not have benefited from PMAY, Indira Awas Yojana, or similar housing programs.
  • Economic Background: Typically fall within the Economically Weaker Section (EWS, income below ₹3 lakh annually) or Low-Income Group (LIG, up to ₹6 lakh), though income limits may vary by local verification.
  • Priority Groups: Preference is given to SC/ST families, PVTGs, female-headed households, persons with disabilities, and those affected by natural calamities or bonded labour.

Ineligibility Criteria

Certain conditions disqualify applicants:

  • Receipt of housing under PMAY or other government schemes.
  • Ownership of significant land (e.g., 2.5 acres of irrigated land with equipment or 5 acres of irrigated land).
  • Annual household income exceeding ₹6 lakh.
  • Employment in a permanent government job.
  • Possession of an existing pucca house.

Selection Process

The selection of beneficiaries is a community-driven process:

  • Gram Sabha Assessment: Village assemblies evaluate applicants based on family size, income, housing condition, and vulnerability.
  • Scoring System: Applicants are assigned up to 8 points, with higher scores reflecting greater need.
  • Merit-Based Lists: Transparent, prioritized lists are compiled and periodically updated, accessible via the official portal.

Required Documents

Applicants must submit:

  • Residence Certificate: Proof of Jharkhand residency.
  • Aadhaar Card: Identity verification.
  • NREGA Job Card.
  • Mobile Number: For communication and app login.
  • Passport-Size Photo: For records.
  • Ration Card: Household identification.
  • Caste/Income Certificate: For priority or economic status.
  • Income Certificate: To confirm poverty level.
  • Other Documents: As required (e.g., proof of kutcha house).
